Adaptation Pathways have emerged as promising approaches for exploring sequences of actions to address challenges in uncertain conditions. This study elaborates on how pathway approaches operate in practice by applying a learning framework that identifies guiding propositions for successful adaptation pathways. The framework is used to analyze a transformative scenario planning case study from rural Mali. Findings confirm that adaptation pathways are highly context-specific, grounded in local institutions. The study also emphasizes that the adaptation pathways process requires a sufficient timeframe to allow for cross-level interactions and institutional changes to unfold as needed. The case demonstrates that the framework can be a useful tool for reflexive learning and identifying gaps in a structured way during pathway development. However, it needs to be adjusted to specific contexts to better capture the influence of and implications for power relations and social inequality in future adaptation plans.
Most climate change studies that address potential impacts and potential adaptation strategies are largely based on modelling technologies. While models are useful for visualizing potential future outcomes and evaluating options for potential adaptation, they do not adequately represent and integrate adaptive human agency. Richards’ concept of ‘agriculture as performance’ is useful in counterbalancing the modelling approach to adaptation because it highlights how adaptive processes and technologies, whether short term or long term, are more than simple technical responses to biophysical conditions. Instead, adaptive processes are social phenomena whose significance and effects expand well beyond changing climate conditions. This examination of agriculture as performance in the context of climate adaptation draws on two different examples. The first example explores how technical aspects of climate adaptation in Mali are situated within the enactment of ethnic identities and political struggles between farmers and herders. The second example shows how farmers in southeastern United States approach climate variability and climate forecasts as risk management tools. There are substantial differences between approaching adaptation as a dynamic process that is socially embedded and approaching adaptation as a set of modelled responses to anticipated future conditions. It is unlikely that either is adequate to meet the challenges posed by the uncertainties associated with climate change. However, building a synergistic relationship between the two promises to be as difficult as it is necessary.
This study is part of a project on "Adaptation to Climate Change of Smallholder Agriculture in Kenya" was launched by the International Food Policy Research Institute (IFPRI), the Kenya Agricultural Research Institute (KARI), the International Livestock Research Institute (ILRI) and the University of Georgia (UGA) funded by the World Bank. This project aims to support policymakers’ efforts to promote adaptation to climate change by determining where major hotspots of vulnerability are located, identifying farm- and community-level adaptation strategies, assessing the factors which influence adoption of adaptation practices at the farm level—particularly sustainable land management practices—as well as farmers’ perceptions of climate risks, and identifying adaptation options that provide the most benefits in terms of their impact and synergies with agricultural productivity and mitigation objectives.
Innovation platforms have emerged as a way of enhancing the resilience of agricultural and food systems in the face of environmental change. Consequently, a great deal of theoretical reflection and empirical research have been devoted to the goal of understanding the factors that enhance and constrain their functionality. In this article, we further examine this enquiry by applying the concept of institutional embeddedness, understood as encompassing elements of platform design, structure, and functions as well as aspects of the broader historical, political, and social context to which platforms are connected. We present a case study of sub-national platforms established in three districts of the climatically-stressed Upper West Region of Ghana and charged with facilitating climate change responses at the local level and channelling community priorities into national climate change policy. A different kind of organization − the traditional chief council, the agricultural extension service, and a local NGO − was chosen by members to convene and coordinate the platform in each district. We examine platform members’ accounts of the platform formation and selection of facilitating agent, their vision for platform roles, and their understandings of platform agenda and impacts. We analyse these narratives through the lens of institutional embeddedness, as expressed mostly, but not solely, by the choice of facilitating agents. We illustrate how the organizational position − and related vested interests − of facilitating agents contribute to shaping platform agendas, functions, and outcomes. This process hinges on the deployment of legitimacy claims, which may appeal to cultural tradition, technical expertise, community engagement, and dominant scientific narratives on climate change. Iinstitutional embeddedness is thereby shown to be a critical aspect of agency in multi-actor processes, contributing to framing local understandings of the climate change and to channelling collective efforts towards select response strategies. In conclusion, we stress that the institutional identity of facilitating agents and their relationship to members of the platform and to powerholders in the broader context provides a useful diagnostic lens to analyse the processes that shape the platform’s ability to achieve its goals.
Farmers in southern Uganda seek information to anticipate the interannual variability in the timing and amount of precipitation, a matter of great importance to them since they rely on rain-fed agriculture for food supplies and income. The four major components of their knowledge system are: (1) longstanding familiarity with the seasonal patterns of precipitation and temperature, (2) a set of local traditional climate indicators, (3) observation of meteorological events, (4) information about the progress of the seasons elsewhere in the region. We examine these components and show the connections among them. We discuss the social contexts in which this information is perceived, evaluated, discussed and applied, and we consider the cultural frameworks that support the use of this information. This system of indigenous knowledge leads farmers to participate as agents as well as consumers in programs that use modern climate science to plan for and adapt to climate variability and climate change.
African pastoralists are undergoing significant changes in livelihood strategies, from predominantly mobile pastoralism to agro-pastoralism in which both livestock raising and cultivation of crops are practiced, to agro-pastoralism combined with wage labor and petty trade. These changes often result in fixed settlements or a process known as sedentarization. Previous research indicates that sedentarization and increased climate variability are prominent forces shaping livelihood opportunities and constraints in East Africa, but the effects of these co-occurring processes have yet to be investigated. This paper develops theory, using qualitative data collected in Morogoro and Tanga Regions of Tanzania, explaining the relationships between climate variability, pastoral sedentarization, livelihood outcomes, and resulting nutritional status. We observed that the co-occurring processes of increased climate variability and sedentarization among pastoralists in these regions have dramatic impacts on communities’ economic prosperity, health status, and nutritional outcomes. Due to risks associated with climate and sedentarization, land tenure policies that allow continued practice of highly mobile livelihood strategies, namely, legal recognition of collective land rights, should be adopted.
