Abstract
  • Understanding the complex relationships and causes of poverty in pastoral areas of East Africa is a necessary first step toward informed and effective policy and program actions. Surprisingly, while there has been considerable research in pastoral areas during the past three decades, much of it highlighting poverty as a key issue, systematic analyses of poverty in pastoral areas are limited. This overview paper on poverty in pastoral areas of East Africa addresses this gap. It has three general objectives: (1) to summarize the different understandings and analyses of pastoral poverty; (2) to highlight the major issues associated with poverty in pastoral areas, especially newly emergent issues; and (3) to discuss what can be done about the problem.
